Artificial Intelligence in Healthcare report

PwC Luxembourg, as the lead office under PwC EU Services, authored the study Study on the Deployment of AI in Healthcare in the European Union for the European Commission, together with Open Evidence.

Healthcare systems across Europe are under growing pressure from an ageing population, rising rates of chronic disease, increasing costs, and workforce shortages. Artificial intelligence (AI) could help address these challenges by improving efficiency, reducing administrative burdens, and supporting better diagnosis and treatment. Yet, despite the growing availability of AI tools, their uptake in clinical practice remains limited. Based on a literature review and stakeholder consultations, this study explores the main barriers to AI deployment in healthcare, from data and technology issues to legal, organisational, and cultural challenges. It also identifies practical strategies used by hospitals worldwide to accelerate adoption, offering useful lessons for the European Union. The report highlights how the EU can support the safe, ethical, and equitable scale-up of AI in healthcare, and proposes a framework to monitor progress towards its sustainable integration.
